Purpose

The Transparency Act of 10672 was established to redefine the boundaries between public right-to-know and cosmic necessity confidentiality, after the Eternia Deception Trials of Cycle 10670 exposed decades of governmental misinformation regarding realm breaches and synthetic warfare.

Its central goal is to prevent authoritarian information control while preserving the integrity of galactic security, faith systems, and interstellar morale.

The Act balances two conflicting imperatives: the moral right of sentient beings to access information about the forces shaping their worlds, and the practical requirement of maintaining secrecy for operations tied to realm stability, temporal flow, or classified defense technologies.

It codifies four levels of transparency, ranging from open-access data to total Council confidentiality.

Article I – The Four Transparency Levels

1. Tier I: Open Disclosure
   • Applies to civilian, scientific, and non-sensitive data.
   • Includes planetary census, economic reports, and environmental statistics.
   • Must be made publicly accessible through the Galactic Data Exchange (GDX) within one lunar cycle of compilation.
2. Tier II: Restricted Intelligence
   • Classified for military, psionic, or technological content not directly endangering galactic stability.
   • Shared only with accredited planetary officials and licensed research institutions.
   • Declassification review required every 10 cycles.
3. Tier III: Contained Secrecy
   • Pertains to information capable of inducing mass panic, destabilizing faith, or exposing realm anomalies (e.g., evidence of celestial war, Rhupenshron origin data).
   • Requires Celestial Council authorization for dissemination.
   • Violation punishable under LGC-12, Article IV as “Cosmic Disclosure Treason.”
