Purpose

The Excision Directive exists as the highest-level authority for the neutralization, erasure, or existential containment of entities, organizations, or anomalies that pose a threat beyond the scope of physical destruction — entities capable of redefining or corrupting the laws of the universe itself.

The Directive authorizes actions that would otherwise constitute cosmic war crimes, temporal violation, or realm interference — permissible only under activation of the Clause of Cosmic Necessity (CCN).

The Excision Directive is invoked when an entity’s continued existence risks contamination of cosmic law, manipulation of causality, or collapse of multiversal constants. Excision is not destruction; it is erasure — removing a being from every layer of recordable existence, including physical, metaphysical, and mnemonic strata.

Article I – Conditions of Excision

1. Excision may only be proposed under the following verified criteria:
   • Entity exhibits Tier-X Existential Threat Level or higher.
   • Entity possesses or influences Realm-Break or Law Override Capabilities (e.g., ability to alter reality fabric, time, or memory across species).
   • Standard containment (as defined under RACD §IV) has failed or is deemed impossible.
   • Entity’s existence endangers the Core Cosmic Lattice (CCL) — the structural field maintaining the four Realms.
2. Verified criteria must be approved by:
   • A Triumvirate Consensus Vote (CCE, CAT, and OTC representatives).
   • Observation reports from no fewer than three Council-Oriented Witnesses (COWs).
   • Independent quantum trace confirmation by the Temporal Integrity Bureau (TIB).

Article II – Stages of Excision Operations

1. Designation:
   • Target receives formal classification as an Excision-Class Anomaly (EX-Class).
   • All digital, psionic, and temporal records of its true identity are sealed within Memory Vault 09 – Null Point.
