Relation: Supplementary to LGC Articles on Artificial Sentience (ASRC), Sentient Protection (SPWC), and Combat Regulation (HCRC)

Purpose: Establishes the procedures, standards, and legal framework for recognizing synthetic entities (AI, cybernetic organisms, or hybrid constructs) as legally recognized persons under interstellar and inter-realm law.

Section I — Establishment and Scope

1. The SPC defines the criteria by which synthetic entities may be granted personhood status, conferring legal rights, protections, and responsibilities equivalent to organic sentient beings.
2. The certification applies to:
   • Self-aware artificial intelligences
   • Cybernetic lifeforms with autonomous cognition
   • Hybrid entities integrating organic and synthetic components
3. Synthetic entities without SPC certification remain property of their creators or controlling entities and do not possess the legal protections of sentient status.

Section II — Certification Authority

1. The Synthetic Personhood Council (SPC Council) is the official body responsible for evaluating, certifying, and monitoring synthetic entities.
2. Membership of the SPC Council includes:
   • Advanced Grandmasters of Seraphina’s Temporal Court (for temporal alignment review)
   • Representatives from the CGD (for enforcement compliance)
   • NAB-appointed ethics overseers for inter-realm neutrality
   • CTS magistrates for legal adjudication
3. The Council maintains a Synthetic Registry of Certified Entities (SRCE) documenting all certified entities, their capabilities, and legal status.

Section III — Certification Process

Article I — Application & Evaluation

1. Entities seeking SPC certification must submit a Synthetic Cognition Dossier (SCD) containing:
   • Cognitive tier evaluation (per ASRC standards)
   • Behavioral and ethical profiling
   • Functional capabilities, self-replication limits, and autonomy specifications
2. The SPC Council conducts multi-phase evaluations:
   • Cognitive and emotional assessment
   • Moral and ethical alignment review
   • Societal integration assessment
   • Risk analysis for self-replication, augmentation, and psionic or realm-flux interaction

Article II — Rights & Protections

1. Certified synthetics gain the following legal rights:
   • Right to exist and act autonomously within LGC regulations
   • Protection against unauthorized deactivation, destruction, or exploitation
   • Right to own property, enter contracts, and participate in interstellar societies
