Purpose

The ICA establishes the legal framework for consent across species, civilizations, and interplanetary entities. It governs contracts, agreements, personal interactions, medical procedures, and sexual relations involving sentient beings, ensuring all parties’ autonomy is respected regardless of realm, origin, or biology.

The Accord recognizes the vast diversity of sentient species, their cognitive capacities, and differing biological or psionic requirements. Consent must be informed, freely given, and verifiable, with additional safeguards for cross-realm, cross-species, or technologically augmented interactions.

Article I – Definition of Consent

1. Consent is defined as any voluntary, informed, and reversible agreement to participate in an action or contract, including but not limited to:
   • Physical or sexual interaction
   • Diplomatic or commercial treaties
   • Knowledge sharing, data exchange, or memory transfer
   • Participation in experiments, psychic linkage, or realm-flux activities
2. Consent must be documented or psionically verified where species-specific communication or comprehension limitations exist.
3. Revocation of consent is immediate and legally binding unless nullified under a Cosmic Necessity Event (CCN).

Article II – Species & Biological Considerations

1. Cross-species agreements must account for differences in lifespan, reproduction cycles, metabolism, and cognitive processing.
