Relation: Supports LGC Articles on Interstellar Governance, Combat, and Exploration (HCRC, RIAT, ETEP)

Purpose: Provides financial, material, and logistical support for the Galactic Concord, enabling interstellar peacekeeping, emergency response, and development initiatives across member systems.

Section I — Establishment and Scope

1. The Interstellar Concord Fund (hereafter “the Fund”) is established as a supplementary resource to the LGC, without independent legislative authority, functioning under oversight of the Galactic Council Finance Tribunal (GCFT).
2. The Fund’s scope includes:
   • Financing interstellar peacekeeping and diplomatic missions
   • Supporting emergency operations for member civilizations
   • Resource allocation for research, reconstruction, and anomaly containment
3. The Fund may receive contributions in the form of:
   • Galactic standard monetary units (GSU)
   • Rare or strategic materials
   • Personnel, including military, scientific, or civil experts

Section II — Governance and Oversight

1. The Interstellar Concord Fund Directorate (ICFD) administers all Fund operations under the authority of the GCFT.
2. Responsibilities include:
   • Auditing contributions and resource allocations
   • Coordinating with Celestial Guard (CGD), CAT Foundation, and other relevant agencies
   • Reporting annually to the Galactic Council, including a summary of operations, allocations, and compliance
3. The Fund is supplementary: all expenditures must align with directives in the LGC or with GCFT-approved emergency protocols.

Section III — Allocation and Use of Resources

1. Priority for resource deployment is as follows:

   a. Galactic-scale emergencies (cosmic anomalies, mega-beast incursions, temporal events)

   b. Conflict resolution and peacekeeping missions sanctioned by HCRC or CGD

   c. Planetary reconstruction, disaster relief, or development projects

   d. Research and experimental technologies, with classification per TIM and CGD oversight

2. Emergency disbursements may occur without prior council approval, but cannot exceed 15% of total Fund reserves per event and require post-hoc GCFT review.

Section IV — Membership and Compliance

1. Member civilizations must contribute proportionally to their resources, as calculated by GCFT.
