Relation: Supplementary to LGC Articles on Inter-Realm Regulation, Combat Oversight, and Sentient Rights (RIAT, HCRC, SPWC)

Purpose: Establishes the interconnected judicial infrastructure linking all planetary, interstellar, and inter-realm courts under the oversight of the Celestial Tribunal System (CTS), ensuring uniform enforcement of LGC statutes.

Section I — Establishment and Scope

1. The Galactic Tribunal Network (GTN) is a standardized system of courts, tribunals, and adjudication bodies designed to maintain consistency, accessibility, and enforceability of LGC laws across all member systems.
2. The GTN functions as the operational backbone of the CTS, connecting planetary-level tribunals to interstellar and inter-realm authorities.
3. Jurisdiction includes:
   • Civil, criminal, and inter-realm cases
   • Enforcement of LGC Articles related to combat, inter-realm activity, and sentient rights
   • Preliminary hearings for anomalies, rogue AI, or cosmic-level incidents prior to CTS review

Section II — Structure

1. The GTN is organized into three hierarchical tiers:

   a. Local Tribunal Nodes (LTN) — planetary or system-level courts handling routine disputes, criminal cases, and regulatory compliance.

   b. Regional Tribunal Hubs (RTH) — multi-system courts addressing interplanetary disputes, medium-scale anomalies, and escalation cases.

   c. Interstellar Tribunal Core (ITC) — highest-level nodes managing cross-realm offenses, mega-scale anomalies, and direct CTS appeals.

2. Each tier communicates in real-time via the Galactic Judicial Link (GJL), ensuring synchronized updates of cases, verdicts, and enforcement orders.

3. Magistrates, judges, and legal officers are certified by the CTS and are required to pass rigorous examinations on inter-realm law, sentient ethics, and LGC compliance.

Section III — Jurisdiction and Authority

1. The GTN exercises authority to:
   • Initiate investigations and preliminary hearings for alleged LGC violations
   • Maintain case records, evidence, and procedural documentation in the Galactic Judicial Archive (GJA)
   • Refer cases to CTS divisions when escalation thresholds are met
2. GTN rulings at LTN or RTH levels are binding unless appealed to the next tier or CTS, with automatic review for inter-realm or multi-system disputes.
3. GTN may coordinate with the Celestial Guard Directive (CGD), CAT Foundation, and other regulatory agencies to enforce rulings when necessary.
