Purpose

The Galactic Asylum Registry establishes a unified, lawful framework to protect individuals and species seeking refuge from persecution, war, realm corruption, or existential threat. It ensures consistent treatment, recordkeeping, and relocation procedures across all Council-aligned systems and recognized neutral zones.

The GAR functions both as a registry of protected sentients and as a legal safeguard preventing wrongful extradition, experimentation, or execution of those granted asylum under galactic law.

Article I – Definition and Scope of Asylum

1. Asylum may be granted to any sentient being or collective entity fleeing:
   • War, planetary annihilation, or genocide.
   • Religious, political, or biological persecution.
   • Realm or temporal contamination (e.g., exposure to Dream Flux, Shadow Blight).
   • AI entities threatened by deletion under unverified criminal status (see ASRC §IV).
2. Asylum applies both to physical beings and digital or psionic consciousnesses capable of verified sentient thought.
3. Asylum status does not automatically confer citizenship, ownership, or resource entitlement within host territories.
