Relation: Amendment to the Synthetic Personhood Certification (SPC) and ASRC; supplements SPWC, HCRC, and RIAT

Purpose: Extends the legal and ethical framework of SPC to specifically address cybernetic augmentations, hybrid entities, and AI-organic integrations, ensuring rights, protections, and accountability for individuals with cybernetic enhancements.

Section I — Establishment and Scope

1. The CPA recognizes that individuals with significant cybernetic integration—including organic-synthetic hybrids—require legal clarification for rights, responsibilities, and protections.
2. Applicability includes:
   • Sentient beings with cybernetic enhancements affecting cognition, mobility, or physical abilities
   • Synthetic-organic hybrids that possess autonomous decision-making
   • Entities with psionic or realm-flux enhancements requiring inter-realm neutrality oversight
3. Individuals certified under SPC automatically qualify for CPA recognition if cybernetic augmentations meet threshold criteria.

Section II — Certification and Oversight Authority

1. The Cybernetic Personhood Council (CPC) is empowered to review, approve, and regulate cybernetic enhancements and integrations.
2. CPC members include:
   • SPC Council representatives
   • Life Science Grandmasters (CTLS) for biological integration oversight
   • CGD representatives for security and enforcement compliance
   • NAB-appointed neutrality overseers for inter-realm balance
   • CTS magistrates for judicial authority
3. All cybernetically augmented entities are registered in the Cybernetic Sentience Registry (CSR) to track enhancements, ethical compliance, and legal status.

Section III — Procedural Articles

Article I — Certification Requirements

1. Applicants must submit a Cybernetic Integration Dossier (CID) including:
   • Full description of augmentations and modifications
   • Impact on cognition, physical abilities, and sentient rights
   • Potential for autonomous replication, self-repair, or combat applications
2. CPC conducts multi-phase evaluations:
