Purpose:

The Clause of Cosmic Necessity establishes the moral and existential boundary upon which intervention within the natural order of existence is deemed justified. It defines when the Celestial Council, planetary governments, or recognized powers may override sovereignty, temporal integrity, or inter-realm law in the interest of universal preservation.

The Clause recognizes that while law exists to preserve order, there are rare events—termed Cosmic Necessities—where adherence to standard galactic law would result in the collapse of higher existential constants. The CCN codifies these exceptions, creating a controlled framework for emergency action without plunging the galaxy into anarchy.

Article I - Definition of a Cosmic Necessity

• A Cosmic Necessity is any event or chain of events where the failure to act would:
  • Result in the destabilization of one or more Realms (Light, Shadow, Nature, Dream).
  • Trigger catastrophic collapse of the Spacetime Continuum or Realm Flux Network.
  • Lead to extinction-level outcomes across three or more galactic sectors.
  • Enable the rise or return of an entity exceeding Tier-X Existential Threat Classification (see Excision Directive, §4.2).
• The declaration of such an event requires a minimum tri-council vote between:
  • The Celestial Council of Masters (governing Realmic Balance).
  • The Galactic Judiciary Assembly (GJA) (governing civil law).
  • The Order of Temporal Custodians (OTC) (governing spacetime stability).

Article II - Authorization Protocols

• Upon declaration of a Cosmic Necessity, Standard Galactic Law (SGL) and its sub-codices may be temporarily suspended under controlled duration.
• Authorized entities may:
  • Override planetary sovereignty for immediate intervention.
  • Employ restricted or forbidden technologies (see CWPE §II).
  • Access sealed archives or containments under RACD authority.
  • Invoke Clause 7: Exemption of Temporal Paradox Accountability, permitting time-related operations under containment supervision.
