Relation: Supplementary to LGC Articles on Sentient Protection, Combat Regulation, Artificial Sentience, and Realm Interference (SPWC, HCRC, ASRC, RIAT)

Purpose: Establishes the Celestial Tribunal of Life Sciences (CTLS) as the governing authority for ethical oversight, regulation, and adjudication of all biological, genetic, and life-manipulation activities across interstellar and inter-realm domains.

Section I — Establishment and Scope

1. The CTLS is tasked with overseeing all biological research, experimentation, and manipulation affecting sentient and non-sentient life forms, including cross-species studies, cybernetic enhancements, psionic augmentation, and genetic engineering.
2. Jurisdiction covers:
   • Sentient species development, breeding, and genetic modification
   • Integration of cybernetic and elemental enhancements
   • Cross-realm life interference, including Light, Shadow, Nature, and Dream realms
   • Research on anomalies, relics, and dangerous life forms under CAT Foundation guidance
3. All life-science operations must comply with CTLS regulations before initiation. Unauthorized experimentation is classified as a Class-A Violation under SPWC.

Section II — Tribunal Structure

1. CTLS consists of three chambers:

   a. Ethics Chamber — evaluates research proposals, ensures ethical standards, and monitors inter-realm biological impact.

   b. Adjudication Chamber — investigates violations, conducts hearings, and issues binding rulings on bioethical disputes.

   c. Research Oversight Chamber — audits laboratories, field studies, and containment operations, coordinating with CGD and CAT Foundation when necessary.

2. Tribunal membership includes Life Science Grandmasters, Ethicists, and CTS-appointed scientific magistrates, certified by NAB for inter-realm impartiality.

Section III — Jurisdiction and Authority

1. CTLS has authority to:
   • Approve, modify, or reject experimental procedures involving sentient or semi-sentient life forms
   • Mandate containment, quarantine, or destruction of unauthorized biohazardous entities
   • Impose legal sanctions for violations, including fines, imprisonment, or suspension from research privileges
   • Collaborate with CGD, NAB, and CTS for enforcement and inter-realm monitoring
2. CTLS rulings are legally binding across all member systems, with appeals permitted only to CTS under GTN oversight.

Article I — Research Approval & Ethics

1. All life-science research must submit a Comprehensive Bioethics Dossier (CBD) detailing objectives, species involved, expected outcomes, and inter-realm impact assessment.
