Relation: Supplementary to LGC Articles on Combat, Inter-Realm Regulation, Sentient Rights, and Temporal Integrity (HCRC, RIAT, SPWC, TIM)

Purpose: Establishes a formal interstellar judicial system for resolving disputes, adjudicating inter-realm conflicts, and enforcing LGC statutes across member civilizations and sentient species.

Section I — Establishment of the Tribunal

1. The Celestial Tribunal System (CTS) is a supranational judicial authority established to adjudicate violations of LGC Articles, interstellar disputes, and breaches of inter-realm harmony.
2. The CTS operates under the oversight of the Galactic Council, with advisory input from the Council Triarchs and the Nexus Authority of Balance (NAB).
3. The CTS has jurisdiction over:
   • Conflicts between member civilizations
   • Violations of inter-realm alignment or interference laws (RIAT)
   • Crimes against sentient beings or civilizations (SPWC)
   • Temporal crimes or causality violations (TIM)
   • Unauthorized manipulation of psionic or realm-flux abilities (LGC-04)

Section II — Structure of the Tribunal

1. The CTS is divided into three primary divisions:

   a. Civil & Interstellar Disputes Division — handles trade, territorial, and political conflicts.

   b. Inter-Realm & Temporal Division — handles breaches involving Light, Shadow, Nature, and Dream realms.

   c. Sentient Rights & Crimes Division — handles offenses against intelligent species, rogue AI, and cross-realm ethical violations.

2. Each division is staffed by Tribunal Magistrates, appointed by the Galactic Council based on expertise, experience, and alignment knowledge.

3. Decisions require a supermajority vote of at least 2/3 of active Magistrates per division, with appeals referred to the Grand Tribunal Chamber, composed of all divisions’ chief magistrates.

Section III — Jurisdiction and Authority

1. The CTS may adjudicate:
   • Interplanetary disputes involving member civilizations
   • Violations of LGC statutes, including HCRC, RIAT, CWPE, SPWC, TIM
   • Rogue entities, including AI above Cognition Tier 7 (ASRC)
   • Illegal manipulation or exploitation of inter-realm or dream-realm abilities
2. The CTS holds authority to:
   • Issue binding judgments and sanctions
   • Impose fines, resource seizures, or contribution adjustments via IFC mechanisms
   • Mandate containment, monitoring, or rehabilitation of rogue individuals or organizations
   • Authorize limited enforcement actions via the Celestial Guard (CGD) in extreme cases

Section IV — Procedural Guidelines

1. Complaints or charges may be submitted by:
   • Member civilizations
   • Recognized interstellar organizations
   • Nexus Authority of Balance representatives
   • Tribunal Magistrates acting ex officio
