Purpose: Establishes the Celestial Guard Division (CGD) as the primary interstellar and inter-realm enforcement authority, responsible for maintaining law, order, and security across member civilizations, planetary systems, and realms.

Section I — Establishment and Authority

1. The CGD is formed under the oversight of the Galactic Council and functions as the enforcement arm of the LGC, CTS, and supporting frameworks such as GTN and IFC.
2. The CGD has the authority to:
   • Execute judicial orders issued by CTS or GTN tribunals
   • Contain rogue entities, anomalies, or prohibited technologies
   • Conduct peacekeeping operations and interstellar security missions
   • Respond to emergent cosmic, temporal, or inter-realm threats
3. The CGD operates under strict compliance with LGC statutes, ensuring ethical enforcement aligned with interstellar and inter-realm law.

Section II — Organizational Structure

1. The CGD is divided into four primary divisions:

   a. Operational Enforcement Division (OED) — handles field operations, planetary law enforcement, and inter-system missions.

   b. Inter-Realm Response Division (IRD) — specializes in Light, Shadow, Nature, and Dream realm disturbances.

   c. Anomaly Containment & Research Division (ACRD) — collaborates with CAT Foundation for containment and study of relics, anomalies, and rogue entities.

   d. Strategic Oversight & Intelligence Division (SOID) — monitors threats, coordinates with GCFT, NAB, and CTS, and manages intelligence gathering and mission planning.

2. Command hierarchy is centralized under the High Celestial Commander, reporting directly to the Galactic Council and coordinating with CTS Magistrates for enforcement operations.

3. Regional and planetary units are commanded by Celestial Officers, ensuring localized enforcement while maintaining alignment with interstellar directives.

Section III — Jurisdiction and Operational Scope

1. The CGD may exercise authority in:
   • Enforcement of LGC statutes, including HCRC, RIAT, SPWC, CWPE, and TIM
   • Containment of mega-beasts, anomalies, rogue AI, or cross-realm threats
   • Peacekeeping and intervention in civil conflicts between member civilizations
   • Emergency deployment in cosmic events or temporal irregularities
2. CGD authority supersedes local enforcement agencies when:
   • Jurisdictional conflict arises
   • Inter-realm or interstellar security is at risk
   • Immediate containment or protection is required

1. CGD operations must comply with:
