Relation: Supplementary to LGC Articles on Combat, Inter-Realm Regulation, Sentient Rights, and Judicial Oversight (HCRC, RIAT, SPWC, CTS, GTN)

Purpose: Establishes the standards for ethical conduct, accountability, and integrity among interstellar officials, magistrates, enforcement officers, and other entities acting under the authority of the LGC.

Section I — Establishment and Scope

1. The CDI is a binding interstellar decree mandating ethical behavior, transparency, and impartiality in all LGC-related operations.
2. It applies to all:
   • Galactic Council members
   • CTS magistrates and GTN officials
   • CGD personnel
   • NAB representatives
   • Any entities or individuals acting under LGC authority
3. The CDI governs conduct in:
   • Judicial proceedings
   • Enforcement operations
   • Inter-realm or interstellar diplomacy
   • Research, containment, or exploration activities

Section II — Core Principles

1. Impartiality: Officials must act without bias, favoritism, or conflict of interest.
2. Accountability: All actions taken under LGC authority must be documented, verifiable, and subject to review.
3. Transparency: Decision-making processes, rulings, and operational procedures must be accessible to oversight authorities, including Council Triarchs and CTS supervisors.
4. Integrity: Manipulation, abuse of power, corruption, or unauthorized interference in interstellar or inter-realm affairs is strictly prohibited.

Section III — Procedural Articles

Article I — Ethical Conduct

1. Officials must recuse themselves in cases where personal, familial, or political connections create conflicts of interest.
2. No individual may leverage LGC authority for personal, financial, or political gain.
3. Violations of ethical conduct are subject to investigation by the Galactic Integrity Oversight Committee (GIOC).
