2. Entities under BCA jurisdiction include:

   • Psionically-augmented or realm-flux affected organisms
   • Dangerous relics with biological components or sentience
3. Definitions:
   • Biohazard Class I–V: Risk scale determining containment and access procedures
   • Anomaly: Any entity or relic exhibiting behavior outside standard biological or physical laws
   • Containment Level (CL): Security level required for safe storage, ranging from CL-1 (low risk) to CL-5 (high risk)

Section II — Containment Standards

1. All BCA facilities must adhere to Galactic Biosecurity Protocols (GBP), including:
   • Sealed containment chambers with independent life-support
   • Inter-realm field stabilization for cross-realm specimens
   • Psionic and cybernetic interference mitigation systems
2. Each entity is assigned a Containment Profile, detailing:
   • Biological and behavioral properties
   • Special containment measures (e.g., isolation, sedation, realm-stabilization)

3. High-risk entities (Class IV–V) require redundant containment systems, continuous surveillance, and emergency neutralization protocols.

Section III — Documentation and Archival Procedures

1. The BCA maintains the Central Bio-Containment Registry (CBCR):
   • Comprehensive records for each entity, including origin, physiology, anomaly effects, and containment history
   • Cross-references with CAT Foundation reports, LGC directives, and CTLS research files
2. All field recoveries, experiment results, and anomaly interactions must be documented within 72 galactic hours.
3. Records are categorized by species, threat level, origin system, and realm alignment (Light, Shadow, Nature, Dream).
