4.1 Any being or group of beings fleeing persecution, extermination, or realm-corruption has the right to seek sanctuary under the Covenant of Asylum. Such requests must be honored by any Concord-registered world possessing a functioning Nexus Port or Aether Embassy.

4.2 Asylum seekers may not be extradited to their origin world unless trial under the Celestial Tribunal guarantees impartiality and protection from unjust execution or forced assimilation.

4.3 All Asylum petitions shall be logged into the Galactic Asylum Registry (GAR) within 3 solar cycles of arrival. Refusal to register constitutes violation of the Transparency Act of 10672.

4.4 The Covenant prohibits the weaponization or trafficking of refugees for political or experimental use. Violations constitute Sentient Exploitation Crimes under LGC-08 3.4, punishable by erasure of organizational status and imprisonment within a Null Zone facility.

4.5 Planets found repeatedly violating the Covenant shall be blacklisted under Concord Code: Shadowlight-VII, forbidding trade, travel, or aid until compliance is reestablished and verified by the Nexus Authority of Balance (NAB).
