3.1 No faction, government, or individual may forcibly alter, reprogram, convert, or assimilate another species’ biological structure, cultural integrity, or realm alignment without consent verified through the Interstellar Consent Accord (ICA).

3.2 This law extends to:

a. Genetic manipulation intended to alter reproductive capability or cognitive function.

b. Realm realignment through forced exposure to flux fields, light/shadow corruption, or dream-tether manipulation.

c. Cultural erasure via mental overwrite, mass propaganda infusion, or enforced re-education programs.

3.3 Exceptions may be granted by unanimous Council vote under the Reconstruction Clause, typically invoked for the restoration of species rendered unstable by cosmic contamination (see RIAT 3.2: Realm-Flux Stabilization).

3.4 Violations of this Article are prosecutable as Cultural Eradication Crimes under LGC-08 2.3 and carry penalties of planetary sanction and leadership isolation under the Celestial Guard Directive (CGD-17).
