2.2 Intervention by external powers—including the Celestial Council, Nexus Authority, or affiliated Empires—shall only occur under Clause of Cosmic Necessity, defined as:

a. A verified planetary-scale existential threat (e.g., Rhupenshron infestation, Aether Core collapse, or uncontrolled realm rupture); or

b. Repeated violations of LGC-02: Bioengineering & Genetic Ethics Act or LGC-08: Sentient Protection Charter.

2.3 Civilizations maintaining isolationist policies are guaranteed the Right of Neutral Continuance, provided they remain compliant with universal safety standards (Flux emissions, Realm rifts, or weapon testing).

2.4 Violation of another civilization’s autonomy without sanction is deemed Interference of Dominion, punishable by the Galactic Tribunal Network (GTN) under charges of Class-B Aggression.
