Purpose: Establishes mandatory quarantine protocols for all anomalous entities, relics, and biological phenomena to prevent contamination, inter-realm destabilization, and public exposure.

Section I — Scope and Definitions

1. The AQA governs all anomalous occurrences within interstellar, planetary, and inter-realm domains, including but not limited to:
   • Sentient and non-sentient biological anomalies
   • Psionically-active or realm-flux-influenced entities
   • Hazardous relics with active or dormant properties
2. Definitions:
   • Anomaly: Any object, organism, or phenomenon deviating from natural laws or exhibiting extraordinary abilities.
   • Quarantine Zone: Secured area, physical or inter-realm, established for isolation and containment.
   • Exposure Risk Level (ERL): Standardized threat classification (Levels I–V) based on potential harm to organic and synthetic life.

Section II — Quarantine Procedures

Article I — Mandatory Containment

1. Any anomaly discovered outside authorized containment must immediately be quarantined under CL-3 or higher security protocols, as appropriate to ERL.
2. Quarantine measures include:
   • Physical containment (bio-secure chambers, energy barriers, or inter-realm field stabilization)
   • Isolation of contaminated personnel or areas
   • Monitoring of anomaly behavior and environmental effects

Article II — Authorized Personnel

1. Only personnel with Tier-3 clearance or higher may enter or manage quarantine zones.
2. Emergency intervention requires coordination with:
   • CAT Foundation operatives
   • CGD enforcement teams
   • NAB oversight officers (for realm-stable anomalies)

Article III — Quarantine Duration & Review

1. Standard quarantine periods last until:
   • Anomaly neutralization, containment stabilization, or relocation is completed
   • Risk is assessed to be reduced to ERL-0 (no threat)
2. Periodic review by the Anomaly Quarantine Board (AQB) must occur every 30 galactic cycles to evaluate containment efficacy and propose updates.
